嗯，在找主语的时候忽略了to improve economic performance ，它也是主语的一部分，我在找的时候也是先找的谓语动词，因为大家熟知的主谓结构，谓语前边自然（通常）就是主语了，但是我还是忽略了to do词组，我以为它是状语了，e，还是没太搞清楚。
